Institutional Support Framework

1. General principle
Institutional support never concerns access to texts. Core documents are public, usable and transmissible without restriction.
Support concerns responsibility only: continuity, scope, procedural integration, and legal or organizational exposure.
2. Trigger
Institutional support is not triggered by publication, nor by reading, nor by intellectual interest.
It becomes relevant when the use of a documentary framework produces a risk that can no longer remain uncovered.
3. Scope
Any institutional support begins with a strict definition of scope:
- Concerned entities ;
- Jurisdictions ;
- Jecision-making processes ;
- Documents and versions used ;
- Time constraints.
Without an explicitly defined scope, no responsibility can be assumed.
4. Levels of institutional support
Level 0 — Clarification
Targeted reading and documentary clarification, without integration or continuity commitment.
Level 1 — Limited securing
Securing of a specific use, within a restricted scope, without systemic propagation.
Level 2 — Structured integration
Integration of the framework into existing processes, with procedural and documentary alignment.
Level 3 — Responsibility bearing
Explicit commitment regarding continuity, global coherence and decision stability.
Level 4 — Late return under constraint
Intervention within an already structured environment, after accumulation of decisions, with reduced margins of maneuver.
5. Temporality
The level of institutional support is not negotiated.
It results from the state of the system at the time of the request: decisions already taken, existing dependencies, and time constraints.
6. What institutional support is not
- It is not a standardized service.
- It is not general assistance.
- It is not exploratory support.
- It is not a promise of outcomes.
7. Access
Any request for institutional support requires prior qualification.
